Michael J. de Waal

President and Founder

With over 20 years experience and expertise in the insurance and financial services industry, Global IQX founder Michael de Waal is a business leader with the single focus of helping insurance companies write more quality business.

His background includes a powerful combination of software development, entrepreneurial and business management skills. Hands on experience as a programmer and benefits consultant built the foundation to achieve a track record of starting and launching three successful companies: Capital Financial Planners, MD Benefits and Global IQX.

In 2002 he was recognized with the ‘Forty under Forty’ award for professionalism, community involvement and leadership. He also led Global IQX to be named to the National Post-Branham 300 as one of the 25 Up and Comers, a ranking identifying the fastest growing companies.

Michael is Chairman Of The Regimental Council of 33 Signals Regiment Foundation. The Foundation supports the interests of both serving soldiers and retired veterans of the 33 Signals Regiment as well as The True Patriot Love Foundation and Canada Company.

He attended Ontario-based Carleton University, Algonquin College and St. Lawrence College, is an accredited sommelier, and enjoys playing polo, soccer and skiing with his family.

Sally Boucher

Vice President, Finance

Sally is a Chartered Professional Accountant (CPA) and Certified General Accountant (CGA) with more than 30 years of varied financial, operational and business development experience, working with small and medium-sized enterprises. For more than 20 years her focus has been working with early-stage companies, working as an integral member of the management team providing strategic financial management and reporting. Her previous roles included Controller, VP Finance, and CFO for several businesses in various industries, with an emphasis on the high growth technology sector.

She is a past member of the Board of Governors of CGA Ontario where she played an active role in promoting professional standards. Sally is well known for her professionalism, commitment to excellence, and plays an active role in community affairs.

An Ottawa Business Journal Forty under 40 award winner, Sally is also a recipient of the Ontario Distinguished Service Award from the Certified General Accountants Association of Ontario and proud recipient of the Fellowship award from CPA Canada, CGA Canada and the Association of Chartered Certified Accountant.

Simon Tucker

VP of Service Delivery

Simon has over 20 years of international experience in software delivery. His experience includes roles with Hewlett Packard, Enterprise Services and Credit Suisse. Simon holds a Master of Science in Information Systems Management from the University of Liverpool, UK and is a certified Project Management Professional.

Fran Simpson

Director, HR and Operations & Corporate Secretary

Fran’s mandate focuses on human resources and administration. Her primary goal is to attract, retain and develop meaningful careers for Global IQX’s top talent. Her team delivers programs and policies designed to advance Global IQX strategic goals; training, compensation and benefits, staffing, employee relations.

Fran has a Commerce degree from Carleton University and has over 15 years of experience in technology, employee benefits and banking industries.

Jeffrey M. Weaver, MSL, FLMI

Director of U.S. Underwriting & Actuarial Services

Jeff is responsible for driving the underwriting solutions that help clients build their product suite while bringing value to their customers.

Jeff brings over 20 years of Group underwriting experience to Global IQX. He joined Global IQX after working at LifeMap Assurance Company in Portland OR where he headed the underwriting department. Jeff has served in the military for over 30 years. He is a Lieutenant-Colonel in the United States Air Force Reserves currently assigned as the Commander of the 36th Aerial Port Squadron, Joint Base Lewis McChord, WA. Before the Air Force, he served in the Marine Corps as a sergeant.

Jeff has a B.S. degree in actuarial mathematics from Oregon State University and a Masters Degree in Leadership from Trident University. He holds an FMLI designation from the Fellow Life Management Institute. He lives in Portland, OR and enjoys spending time woodworking, traveling, and playing pool.

Cristian Marcov

Technical Architect

Cristian joined Global IQX team in 2007 and has over 10 years of work experience with key qualifications in Java JEE J2ME technologies / Oracle database programming administrator / Complex web-applications.

Cristian holds a Technology Engineer Degree, Politechnica University, Bucharest, A Chemist Engineer Degree, Politechnica University, Bucharest and a Masters Degree in Computer Aided Process Engineering, Politechnica University, Bucharest. He has also earned diploma’s in Interprocess Communications from the University of Manchester and a diploma in Managing Oracle on Linux and Building JEE application using Oracle products from the Oracle Education Centre, Romania.

Deyang Liu

Implementation Architect

Deyang joined Global IQX in 2005 and has over 15 years of work experience with Java and Java JEE technologies and web-based applications. Deyang holds a Master of Computer Science and B.Sc. Computer Science from the University of Ottawa and a B. Sc., Electrical Technology, Southeast University, China. Deyang is a Sun Certified Java Programmer and Sun Certified Business Component Developer.
