Michael J. de Waal
President and Founder
Mike de Waal is president and founder of Global IQX, a digital provider of AI-driven sales and service solutions to employee benefits insurers.
A results-driven leader with a passion for innovation, technology and the employee benefits industry. He has a comprehensive understanding of best practices for sales, underwriting and administration of both Employee Benefits and Worksite business in both Canada and the United States.
His background includes a powerful combination of software development, entrepreneurial and business management skills. He holds a Master’s Certificate in Innovation Leadership from Schulich School of Business – York University.
He is a recognized global Top 25 InsurTech Influencer and industry leader. He was recognized with the National Post’s Branham “Forty under Forty Award” for professionalism, community involvement and leadership.
Michael serves as Chairman of the 33 Signals Regiment Foundation supporting the interests of both our serving soldiers and retired veterans of the Regiment. Michael has a love for travel, wine and adventure. An avid observer and student of military leadership and history. He is an accredited sommelier, enjoys sailing and skiing with his family and believes one should give back to the community.
Vice President, Finance
Sally is a Chartered Professional Accountant (CPA) and Certified General Accountant (CGA) with more than 30 years of varied financial, operational and business development experience, working with small and medium-sized enterprises. For more than 20 years her focus has been working with early-stage companies, working as an integral member of the management team providing strategic financial management and reporting. Her previous roles included Controller, VP Finance, and CFO for several businesses in various industries, with an emphasis on the high growth technology sector.
She is a past member of the Board of Governors of CGA Ontario where she played an active role in promoting professional standards. Sally is well known for her professionalism, commitment to excellence, and plays an active role in community affairs.
An Ottawa Business Journal Forty under 40 award winner, Sally is also a recipient of the Ontario Distinguished Service Award from the Certified General Accountants Association of Ontario and proud recipient of the Fellowship award from CPA Canada, CGA Canada and the Association of Chartered Certified Accountant.
VP of Service Delivery
Simon joined Global IQX in 2016. He has over 20 years of international experience in software delivery. In his role he is responsible for project management of implementations and integrations. As a member of the Leadership Team, he helps define company and product strategy. His experience includes roles with Hewlett Packard, Enterprise Services and Credit Suisse. Simon holds a Master of Science in Information Systems Management from the University of Liverpool, UK and is a certified Project Management Professional.
VP of Operations
Fran’s mandate focuses on human resources and administration. Her primary goal is to attract, retain and develop meaningful careers for Global IQX’s top talent. Her team delivers programs and policies designed to advance Global IQX strategic goals; training, compensation and benefits, staffing, employee relations.
Fran has a Commerce degree from Carleton University and has over 15 years of experience in technology, employee benefits and banking industries.
Jeffrey M. Weaver, MSL, FLMI
Director of U.S. Underwriting & Actuarial Services
Jeff is responsible for driving the underwriting solutions that help clients build their product suite while bringing value to their customers.
Jeff brings over 20 years of Group underwriting experience to Global IQX. He joined Global IQX after working at LifeMap Assurance Company in Portland OR where he headed the underwriting department. Jeff has served in the military for over 30 years. He is a Lieutenant-Colonel in the United States Air Force Reserves currently assigned as the Commander of the 36th Aerial Port Squadron, Joint Base Lewis McChord, WA. Before the Air Force, he served in the Marine Corps as a sergeant.
Jeff has a B.S. degree in actuarial mathematics from Oregon State University and a Masters Degree in Leadership from Trident University. He holds an FMLI designation from the Fellow Life Management Institute. He lives in Portland, OR and enjoys spending time woodworking, traveling, and playing pool.
Global Enterprise Architect
Cristian joined the Global IQX team in 2007 and has over 15 years of work experience. As one of the original architects, he has helped navigate the Global IQX technology strategy and evolution including Research and Development. He has held key positions in the management of application design and technology architecture.
Cristian holds a Technology Engineer Degree, Politechnica University, Bucharest, A Chemist Engineer Degree, Politechnica University, Bucharest and a Masters Degree in Computer-Aided Process Engineering, Politechnica University, Bucharest. He has also earned diplomas in Interprocess Communications from the University of Manchester and Managing Oracle on Linux from the Oracle Education Centre, Romania.
Director, Application Development
Deyang joined Global IQX in 2005 and has over 15 years of work experience. In this role, Deyang oversees the IT department, which is responsible for maintaining Global IQX systems, technology and implementations. His experience includes hands-on development, software business management and team building. Deyang holds a Master of Computer Science and B.Sc. Computer Science from the University of Ottawa and a B. Sc., Electrical Technology, Southeast University, China.
Deyang is a Sun Certified Java Programmer, Sun Certified Web Component Developer, and Sun Certified Business Component Developer.
A computer science graduate (B.Sc.A.) from the University of Quebec in Montreal, Christian Chagnon has completed a master’s degree in business administration (M.B.A.) at Laval University. President of the investment firm Socama Inc.
Since 1998, he has also acted as financial advisor for SOJECCI II ltée, the management company of the Chagnon family, in relation to investments in venture capital funds both in North America than in Europe.
Christian Chagnon is or has been a member of the board of directors of several companies private sector as well as that of the Sainte-Justine Hospital Foundation. Olympic athlete, he has participated in the Montreal Olympics in 1976.

Randy has been partner at LaBarge Weinstein LLP since it was formed in 1997. Prior to LaBarge Weinstein, Randy was a member of the Ottawa office of Blake, Cassels & Graydon, where he practised in the Business Law Group.
Randy’s practice focuses on corporate finance, mergers & acquisitions and technology-related transactions for clients ranging from emerging and public technology companies, venture capital investors and investment banks.
